economy, and major transport and precinct initiatives progressing across Greater Hobart, Glenorchy is well placed for transformational economic change over the next five years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prosperous Glenorchy 2031 sets out how Glenorchy City Council will lead, partner and facilitate economic growth that creates jobs, attracts investment, supports local businesses and enhances liveability across our city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our vision is for Glenorchy to be a place of economic growth, opportunity and prosperity \u2013 where the benefits of that growth are shared across our entire community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Our role<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Council&#8217;s role is to enable economic growth by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>leading initiatives that support local economic development<\/li>\n\n\n\n<li>partnering with business, government and the community<\/li>\n\n\n\n<li>facilitating investment and development<\/li>\n\n\n\n<li>supporting employment and pathways to opportunity<\/li>\n\n\n\n<li>creating places that attract people, businesses and investment<\/li>\n\n\n\n<li>advocating for infrastructure and transport improvements<\/li>\n\n\n\n<li>strengthening Glenorchy&#8217;s long-term economic resilience.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Glenorchy&#8217;s economy<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Glenorchy is Tasmania&#8217;s fourth-largest city and is located around 10 minutes from Hobart&#8217;s CBD.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our economy generates approximately $3.23 billion in gross regional product, based on the year ending June 2024, and supports a diverse mix of industries and services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Glenorchy is home to more than 3,000 businesses, including major employers across:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>manufacturing<\/li>\n\n\n\n<li>logistics<\/li>\n\n\n\n<li>the visitor economy<\/li>\n\n\n\n<li>health<\/li>\n\n\n\n<li>community services<\/li>\n\n\n\n<li>retail and commercial services.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Our workforce is younger than the Tasmanian average and increasingly diverse, providing a strong foundation for future growth.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The challenge we must confront<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Glenorchy&#8217;s economic strengths are real, but the benefits of our economy are not always evenly felt across the community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Challenges include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>retail spending leaving the city rather than being retained locally<\/li>\n\n\n\n<li>youth unemployment and underemployment<\/li>\n\n\n\n<li>commercial vacancies within activity centres<\/li>\n\n\n\n<li>uneven economic opportunities across communities.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These challenges point to areas of structural underperformance, despite Glenorchy&#8217;s strong overall economic output.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prosperous Glenorchy 2031 is focused on closing these gaps and ensuring that economic growth translates into real opportunities for our residents, businesses and communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Our framework: Place | Connections | Growth<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Plan is built around three interconnected strategic pillars.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Place<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Creating attractive, vibrant and well-designed precincts and public spaces that encourage people to live, work, visit and invest in Glenorchy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This includes supporting precinct renewal, urban design, public spaces and the activation of local centres.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Connections<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Connecting people to opportunity and businesses to markets, infrastructure and support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This includes transport, partnerships, advocacy and initiatives that strengthen connections between Glenorchy, Greater Hobart and the wider economy.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Growth<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Creating the conditions for businesses and investment to grow, while supporting employment pathways and long-term economic resilience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This includes business support, investment facilitation, employment initiatives, housing supply and maintaining Council&#8217;s financial capacity to invest in economic development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What will Prosperous Glenorchy 2031 deliver?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Plan includes 36 actions across five strategic objectives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key commitments include:<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">More pathways into employment<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Council will target 250+ employment placements each year through the Glenorchy Jobs Hub, helping connect local people with employment opportunities.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Supporting housing supply<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Council will support housing supply through agile and transparent planning processes, consistent with its housing commitments.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">More vibrant precincts and a stronger visitor economy<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">We will work to strengthen local precincts, encourage activation and grow the visitor economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This will help attract people to Glenorchy, support local businesses, reduce retail spending leakage and increase the amount of money spent locally.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Building business confidence<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Council will work to create a supportive environment for business, investment and entrepreneurship, helping build confidence and pride in Glenorchy as a place to do business.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Better transport and connections<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Council will advocate for and support the Northern Suburbs Transit Corridor as a key piece of infrastructure for transit-oriented development, improved connections and precinct renewal.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Sustainable Council finances<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Maintaining Council&#8217;s financial sustainability is essential to ensuring we have the capacity to invest in enabling infrastructure and economic development priorities over the long term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Turning the Plan into action<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Prosperous Glenorchy 2031 is designed to be practical, measurable and accountable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each of the 36 actions in the Plan&#8217;s Action Plan will have a lead Council department and will progress through Council&#8217;s annual planning and budget processes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Action Leads will develop measures to track progress against each action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Progress will be reported through:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>quarterly dashboards covering the Place, Connections and Growth pillars<\/li>\n\n\n\n<li>six-monthly investment updates<\/li>\n\n\n\n<li>an annual public report<\/li>\n\n\n\n<li>a mid-term review in 2028\/29<\/li>\n\n\n\n<li>a full evaluation to support accountability and continuous improvement.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Measuring success<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Success will be measured through clear performance indicators aligned with the three strategic pillars of Place, Connections and Growth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regular reporting will help Council, the Executive and the community understand what is being delivered, where progress is being made and where further action may be needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Looking towards 2031<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Prosperous Glenorchy 2031 provides a clear direction for Glenorchy&#8217;s economic future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By working together with businesses, government, community organisations and residents, Council will help create the conditions for investment, employment and sustainable economic growth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our goal is a prosperous Glenorchy where people can find opportunities, businesses can thrive, investment is encouraged and the benefits of growth are shared across the
