If you're planning a public outdoor event expecting 1,000 or more people for two hours or longer, you'll need a Place of Assembly Licence from Council before the event can go ahead.

What you’ll need to submit

Your application must include:

  • Place of Assembly application form and fee
  • Event Management Plan (including Risk Management Plan)
  • Traffic Management Plan
  • Waste Management Plan
  • Site Plan
  • Smoke-Free Public Events Management Plan
  • Details of any food businesses attending, including their current Certificate of Registration
  • Certificate of Currency for Public Liability Insurance (if the event is on Council land)
  • Temporary Occupancy Permits (if applicable)

Council may request additional information during assessment.

Key deadlines

  • 8 weeks out — Application form and fee; Council Land application and fee (if applicable)
  • 6 weeks out — Event Management Plan and Risk Management Plan
  • 4 weeks out — Food Business Application(s) (if applicable)
  • 3 weeks out — Any additional information requested by Council

A few other things to keep in mind

  • Toilets — You must provide adequate facilities for your expected crowd. Refer to the Australian Institute for Disaster Resilience Handbook (pp. 37–38) for guidance on calculating numbers.
  • Animal contact areas — If your event includes a petting zoo or similar, appropriate hygiene and supervision measures are required.
  • Events on private land — A planning permit may be required depending on zoning.
