Most planning applications in Glenorchy are determined by Council planning officers under delegated authority, rather than by the elected Glenorchy Planning Authority.

This approach allows Council to process applications efficiently while ensuring decisions remain consistent with the Glenorchy Local Provisions Schedule, the Tasmanian Planning Scheme and relevant legislation. 

What is delegated authority?

Delegated authority is a formal power granted by Council to the General Manager and authorised planning officers to assess and determine certain planning applications on Council’s behalf.

This system enables qualified planning professionals to make decisions on applications that are considered routine or low-risk, without requiring every application to be considered at a meeting of elected members.

Delegation helps Council to:

  • provide faster planning outcomes for residents and developers
  • reduce delays in the assessment process
  • ensure planning decisions are made consistently and in accordance with legislation and policy
  • allow the Glenorchy Planning Authority to focus on more significant or complex applications.

All delegated decisions are made under the same statutory framework and assessment standards that apply to applications determined by the Planning Authority.

Which applications are delegated?

The majority of planning applications lodged with Glenorchy City Council are decided under delegated authority.

Applications commonly determined by planning officers include:

  • single dwellings and residential additions
  • garages, carports, sheds and outbuildings
  • minor residential developments
  • signage applications
  • routine commercial or industrial alterations
  • certain subdivisions and boundary adjustments
  • changes of use with limited planning impact.

Applications may instead be referred to the Glenorchy Planning Authority where they:

  • receive representations that cannot be resolved through the assessment process
  • involve significant community interest
  • raise complex planning issues
  • seek variations to planning standards that warrant elected member consideration
  • are considered by officers to be of broader public importance.

In these circumstances, the application is typically considered at a public meeting of the Glenorchy Planning Authority.

Viewing delegated decisions

Council publishes a register of recent delegated planning decisions to support transparency and public access to planning information.

The published list generally includes:

  • the application number
  • property address
  • proposal description
  • decision date
  • decision outcome.
