What are rates?
Council rates help fund the services, infrastructure and facilities that support the Glenorchy community and make the municipality a great place to live, work and visit.
Rates collected from property owners contribute to the delivery and maintenance of essential local services including roads, waste collection, parks, community facilities, public health services, recreation infrastructure and environmental management.
All property owners within the Glenorchy municipality are required to pay Council rates each financial year.
Rates revenue supports a wide range of Council services and infrastructure, including:
- Road and footpath maintenance
- Waste and recycling services
- Parks, playgrounds and open spaces
- Sporting and recreation facilities
- Community halls and public facilities
- Libraries and community programs
- Stormwater infrastructure
- Environmental and sustainability programs
- Public health and regulatory services
- Community safety and amenity initiatives
Rates also help Council plan and invest in long-term infrastructure and future community projects.
How are my rates calculated?
Property Valuations
The State’s Valuer-General assesses every property in Glenorchy using three measures:
- AAV (Assessed Annual Value) – the estimated yearly rental income the property could earn (excluding GST, tax, and rates)
- Land Value – the land alone, ignoring buildings and structures
- Capital Value – the total property value, land and buildings combined
Properties are fully revalued every six years, with market-based adjustments every two years in between.
How Your Rates Are Calculated
Your rates are based on your AAV. Council decides how much total revenue it needs, then works out a “cents per dollar” figure by dividing that target by the combined AAV of all properties in each category. Your individual rate is then your AAV multiplied by that figure.
Non-residential properties may pay a different rate depending on how the property is used.
Other Charges on Your Rates Notice
Three additional charges appear separately and are not set by Council:
- Waste Management Charges (bins for general waste, recycling, and food/organics)
- State Fire Levy
- State Waste Levy
Discounts and concessions
Council rates are calculated based on the Assessed Annual Value (AAV) of your property.
Property values are determined independently by the Valuer-General of Tasmania and are reviewed every two years as part of the statewide revaluation process.
Council applies a rate in the dollar to the property valuation to determine the amount payable.
Your annual rates notice
Your annual rates notice outlines the charges applicable to your property and may include:
- General rates based on property value
- Waste management and collection charges
- Fire service contributions or levies
- Other applicable service charges or fees
The rates notice also includes payment due dates, instalment information and payment options.
How can I pay?
Council offers a range of payment methods to make paying rates convenient and flexible.
Rates can be paid:
- Online — credit/debit card via our website
- BPAY — use the biller code and reference number on your notice
- In person — at our Customer Service centre or at Australia Post
- Direct debit — set up regular automatic payments
- Instalments — pay in four instalments throughout the year
Rates can be paid in four installments across the financial year. Instalment due dates are shown on your rates notice.

Overdue Rates
If rates are not paid by the due date, interest charges may apply in accordance with legislation and Council policy.
Properties with rates outstanding for an extended period may be subject to debt recovery processes.
Under Tasmanian legislation, properties with unpaid rates overdue for more than three years may be sold by Council to recover outstanding debts and associated costs.
Council encourages anyone experiencing payment difficulties to contact us before rates become seriously overdue.
