If you're planning to build a single dwelling or secondary residence (such as a granny flat or studio), you'll need to apply to Council before starting work.
Your proposal may qualify for a No Permit Required certificate, meaning it meets planning requirements without needing a full planning permit. You must still apply to find out if your proposal qualifies — it isn’t automatic.
What is a secondary residence?
A secondary residence is a self-contained dwelling of no more than 60m², attached to a single dwelling and sharing its access, parking and utility connections. It may include laundry facilities.
Does my property qualify?
Properties in the General Residential, Inner Residential, Low Density Residential and Rural Living zones may be eligible. Check your property’s zoning using the Glenorchy planning map.
What do I need to apply?
- Completed planning application form
- Scaled site plan and building elevations (professionally drawn where possible, but competent sketch plans may be accepted)
- Current copy of title documents, including any easements (available via TheList)

What happens next?
Once your application is lodged and assessment fees are paid, a Planning Officer will be in touch. Assessment takes up to 10 business days.
If your proposal doesn’t qualify for a No Permit Required certificate, it will automatically be converted to a standard planning permit application and a Planning Officer will contact you to discuss next steps and any additional fees.
