If you want to place a skip bin on a public street or road, you'll need a permit — but there's no fee to apply.
Glenorchy City Council regulates the placement of skip bins on public roads, footpaths and nature strips within the municipality to help maintain road safety, pedestrian access and the protection of public infrastructure.
Where a skip bin is proposed to be placed on Council-controlled land, approval must generally be obtained before the bin is delivered or installed. Council assesses applications to ensure skip bins are positioned safely and do not create unnecessary risks or disruption to road users, pedestrians or nearby properties.
Why you need permission
Skip bins placed on public land can create a range of safety and operational issues if not properly managed.
Council approval helps minimise risks including:
- Obstruction of traffic lanes or driver visibility
- Reduced pedestrian access and accessibility
- Damage to road surfaces, kerbs or footpaths
- Restricted access to driveways or emergency infrastructure
- Hazards during night-time or low-visibility conditions
- Impacts on traffic flow and public safety
Approval conditions help ensure skip bins are safely located and appropriately managed while occupying public land.
Council approval is required when a skip bin is to be placed on:
- A public road or street
- A footpath or pedestrian accessway
- A nature strip or road verge
- Other Council-controlled public land or road reserves
This applies to residents, businesses, contractors and skip bin providers arranging for the temporary placement of a skip bin outside the boundaries of private property.
You do not generally need Council approval if the skip bin is placed entirely on private property, such as:
- A residential driveway
- A private yard
- A private commercial site or car park
Property owners should still ensure the bin placement does not create safety issues or obstruct public access.

Requirements
Where approval is granted, conditions may apply to ensure the safe placement and operation of the skip bin.
Typical approval conditions include:
- The skip bin must be clearly visible to motorists and pedestrians at all times
- Reflective markings, lights or other visibility measures may be required during night-time hours
- The bin must not obstruct driveways, pedestrian pathways, intersections, fire hydrants or public infrastructure
- Safe pedestrian access must be maintained at all times
- Waste material must be contained within the skip bin
- The skip bin must be removed promptly once full or when works are complete
Failure to comply with approval conditions may result in enforcement action or a requirement to remove the bin.
Damage to roads
Improper placement or use of skip bins may cause damage to roads, kerbs, footpaths or other Council assets.
Where damage occurs, the hirer, contractor or responsible party may be liable for:
- Repair and reinstatement costs
- Maintenance expenses
- Any associated damage to public infrastructure
Council may inspect locations before and after placement where necessary.
Safety and Traffic Considerations
Council may refuse, modify or impose additional conditions on skip bin applications where the proposed location presents unacceptable risks to:
- Traffic safety
- Pedestrian accessibility
- Emergency vehicle access
- Public infrastructure
- Public amenity
Alternative locations may be required where road widths, traffic conditions or pedestrian access make placement unsuitable.
Private property
Skip bins located entirely on private property generally do not require Council approval.
However, residents and property owners should ensure:
- The skip bin remains within property boundaries
- Public roads and footpaths are not obstructed
- Waste materials are safely contained
- Placement does not create nuisance or safety concerns for neighbouring properties
