Glenorchy operates under the Tasmanian Planning Scheme – Glenorchy.

The scheme combines state-wide planning rules (called the State Planning Provisions or SPPs) with local rules specific to Glenorchy (called the Local Provisions Schedule). You can access the scheme here.

What’s new compared to the old scheme?

State rules now apply consistently. Things like zones, definitions, exemptions and codes are now standardised across all of Tasmania, rather than varying council by council. Glenorchy-specific rules (heritage statements, area plans, site-specific controls) still apply on top of these.

Most zones stayed the same, but there are some notable changes:

  • Some single lots previously in a Local Business Zone (e.g. service stations, hotels) have moved into the surrounding residential zone, but with a site-specific control allowing their existing use to continue.
  • All Environmental Living Zone land is now Landscape Conservation Zone.
  • Private land beyond the Urban Growth Boundary formerly in an Environmental Management Zone is now Landscape Conservation Zone (the new SPP version doesn’t allow private dwellings).
  • The Rosetta and Casuarina Crescent landslip areas have moved from Environmental Management Zone to Open Space Zone.
  • Land previously in a Particular Purpose Zone 1 – Urban Growth Zone is now a Future Urban Zone.

New overlays have been added for bushfire-prone areas, flood-prone areas, heritage sites, future coastal refugia, and priority vegetation.

Stormwater is now handled separately. The new scheme doesn’t include a Stormwater Code, so stormwater management is assessed through a parallel process alongside your planning application.

Not everything is shown on the maps — things like potentially contaminated land, attenuation areas, and car parking requirements appear elsewhere in the scheme. If in doubt, talk to a planner.
