Council and Governance Matters

Council received and noted a report on the Acting Mayor’s activities between 8 December 2025 and 11 January 2026.

Council endorsed the establishment of a permanent Glenorchy Youth Hub in the Glenorchy CBD, supported by $1 million in grant funding from the Tasmanian Community Fund over five years, alongside contributions from the Tasmanian Government, Council and a private bequest. The Youth Hub will provide a safe, supervised after-school space for young people aged 12 to 17, with a staged opening planned for 2026.

Council endorsed five priority infrastructure projects for 2026 to support advocacy and grant funding submissions. These projects include the Glenorchy War Memorial Pool Redevelopment, Berriedale Destination Playground, Humphreys Rivulet Path design, Street Art Program and Tolosa Park Stage B Redevelopment.

Council adopted the Waste and Resource Recovery Strategy 2025–2030, establishing a five-year framework to guide waste management and resource recovery, informed by strong community support and aligned with circular economy principles.

Property Disposals and Acquisitions

Council considered the potential disposal of 16A Camden Crescent, Moonah, via a lease to the RSL and resolved to progress a statutory Section 178 disposal process (Local Government Act 1993), subject to the completion of an adverse possession claim over part of the site. Should a lease not proceed with the RSL, Council resolved that the disposal process for sale of the land should start again from the beginning including a new round of informal community consultation before reporting back to Council.

Council also considered the outcome of the Section 178 public notification process for disposal of 314, 316 and 322 Main Road, Glenorchy, following receipt and consideration of four objections. Council resolved that the proposed disposals are in the public interest and supported proceeding with the disposals.

Council endorsed the disposal of 314 and 316 Main Road to The Salvation Army, conditional on the successful acquisition of 1/370 Main Road to enable the development of a Youth Hub and additional office accommodation. Council also resolved to dispose of 322 Main Road to Community Transport Services Tasmania, securing the continued use of the site by community organisations.

Business and Financial Updates

Council received and noted the Financial Performance Report to 31 December 2025, which showed Council is tracking materially in line with the 2025/26 budget, with a favourable year-to-date position.

Council received and noted the Capital Works Status Report to 31 December 2025, outlining continued delivery across road renewals, stormwater upgrades and community infrastructure projects. Progress continues on the Glenorchy War Memorial Pool Reopening Repairs project, with works advancing as scheduled.

Council received and noted a procurement exemption for urgent rectification works to address a sinkhole at the intersection of Mentmore Street and Main Road, Berriedale.

City of Hobart Notice of Motion

Council considered a Notice of Motion from the City of Hobart regarding potential voluntary amalgamation discussions. Council resolved not to participate in the proposed amalgamation process at this time. It reaffirmed its position that any structural reform should occur as part of a coordinated, State-led local government reform agenda, while continuing its commitment to regional collaboration.
