2020–25 Economic Development Strategy Review

Council endorsed the review of the 2020–25 Economic Development Strategy and approved the rescinding or archiving of outdated strategies and initiatives. The review found that 12 of 50 actions were completed, while others were impacted by COVID-19 and shifting delivery models, and will inform the new Prosperous Glenorchy Economic Development plan, which will be presented to Council for consideration and approval at the 29 June 2026 Council Meeting.

Advertising Devices on Council Property Policy

Council approved the updated policy following its scheduled review, with only minor wording and formatting changes made. The policy maintains existing restrictions on advertising on Council land to protect public amenity and safety.

Waste Management Fees and Charges 2026/27

Council approved updated waste management fees and charges for the 2026/27 financial year. The changes aim to maintain reliable, cost‑effective waste and kerbside services, encourage waste separation and reduce landfill, and apply the State Government imposed waste levy.

The updates include a 5 per cent increase to residential kerbside charges. The State Government waste levy will increase from $45.84 to $70.56 per tonne (a 54 per cent rise) from 1 July 2026. Disposal fees at the Jackson Street Waste Management Centre have also been adjusted, with targeted increases for materials such as tyres and timber.

Tolosa Playspace Renewal Engagement

Council noted the results of community engagement, which received 3,589 responses, and endorsed the Nature Play Inspired design as the preferred concept by a margin of 19 votes. Detailed design and construction will proceed, with completion expected by June 2027.

Policies Update: Footpath Trading, Nature Strip and Retaining Wall

Council approved updated versions of these policies following review, confirming they remain appropriate and effective with no changes to policy intent. Updates were limited to formatting and alignment with current organisational terminology.

Policies Update: Public Art

Council rescinded the Public Art Policy adopted in 2021, noting it is no longer current and is not supported by a broader strategy. Public art will continue to be considered through existing strategic and budget processes.

Fees and Charges 2026/27

Council approved the annual Schedule of Fees and Charges covering 394 individual fees across 23 service categories. Most increases were between 4 and 6 per cent, with higher changes in waste-related areas due to the State Government levy and increased fuel costs.

Financial Performance Report to 30 April 2026

Council noted its year-to-date financial performance, with a favourable operating position of $58,000 (0.5 per cent better than budget). The report highlighted stable revenue and expenditure, and continued progress on capital works including the Glenorchy War Memorial Pool, which is over 80 per cent complete.

Procurement Exemptions

Council noted two approved procurement exemptions, including the continued use of Benchmark Estimating Software for three years at $8,750 per year and the TenderLink platform for one year at a total estimated cost of $33,694. Both exemptions were approved due to technical and business continuity requirements.
