NOTE: A minimum of 1 working day notice MUST be given when booking an inspection. If you cannot book a plumbing inspection online, you must contact council’s Customer Service Team on 03 6216 6800 to make alternative arrangements.

When you’re doing plumbing work as part of a building project, the work is assessed and placed into different categories. These categories are set by the Director of Building Control and are listed on the CBOS website. Each category is based on the level of risk:
- Category 1 – Low-risk work that a property owner or competent person can do themselves.
- Category 2 – Low-risk work that a licensed plumber can do without an inspection from the Permit Authority.
- Category 3 – Work that must be approved by the Permit Authority before starting. A Certificate of Likely Compliance (CLC) is required, and the plumber must notify the Permit Authority at each inspection stage.
- Category 4 – High-risk work that must be inspected by the Permit Authority.
For Category 3 and 4 work, you must first get a Plumbing Certificate of Likely Compliance (or Plumbing Permit). Before starting the job, you also need to send a Start-Work Notification to Council and wait until you receive authorisation to begin. The permit or certificate will also list the inspection stages that Council must attend. Typical inspection points include:
- Before covering or backfilling sewer or some stormwater pipes
- After hot and cold water pipes are installed
- When plumbing systems are tested (commissioning stage)
- At the end of the job, or at other stages listed in the permit

Booking a Plumbing Inspection
You must have an authorised Start Work Notice before booking an inspection.
Note: If a follow up Plumbing Inspection is required, due to non-compliant work, then an inspection fee may apply.
